Instructors:

 Kristine Kartcher,  BSN, ABMDI.    
 Kris Karcher serves as the Chief Deputy Medical Examiner, and Forensic Nurse Examiner for Coos County, Oregon.  She received her BSN from Oregon Health Sciences University and a Masters level Certificate in Forensic Nursing from University of Colorado in Colorado Springs, CO.  Her current role in the Medical Examiner’s Office allows diverse applications of forensic expertise and numerous opportunities to educate other professionals.  She is an adjunct professor at the University of California- Riverside online Forensic Nursing Program teaching Crime Scene Investigation/Nurse Death Investigation, and Forensic Photography. She is also a member of the Oregon’s State Attorney General’s Sexual Assault Task Force Medical/Forensic Committee.  She is an Oregon Certified Sexual Assault Nurse Examiner (OR-SANE), in addition to an instructor with the OR-SANE Training Institute.
 Jennifer Snippen, MA, F-ABMDI.
Jennifer is a Board Certified Fellow with the American Board of Medicolegal Death Investigators and past Chief Deputy Medical Examiner for Linn and Benton Counties. She is also a registered nurse with extensive critical care/trauma experience. Snippen is a past instructor for the Linn Benton CC Criminal Justice program, UC Riverside Forensic Nursing Program, Oregon State Medicolegal Death Investigator Program & the Oregon State University eCampus Anthropology program.   She received a Master’s in Medical Anthropology from Oregon State University with a focus on physiology. Her thesis research project was a multijurisdictional study of law enforcement experiences related to infant death investigations.

Brief Overview:

Course Objectives:

 Students will learn about current best practice guidelines - and specific challenges faced by law enforcement - in the setting of infant death investigation.  Critical investigation components will be discussed in detail using a case-review approach and a focus will be placed on the value of a diligent and thoughtful approach to these complex and challenging cases.  Students will be introduced to practical infant growth & development considerations as well as the importance of medical & social history acquisition.  The roles of both patrol first responders and detectives will be addressed.  Collaboration with EMS, medical staff and medical examiner representatives will be emphasized.  Case reviews will also be discussed at length that relate to the course material.
