Instructor:

Detective Mark Povolny, Washington County Sheriff's Office

Mark Povolny is a detective at the Washington County Sheriff’s Office, where he has worked since 2010.  He is currently assigned to the Violent Crimes Unit and the Major Crimes Team, as well as serving as a back-up PIO.  Det. Povolny also works with the Washington County Sex Trafficking Task Force.  Det. Povolny has participated in and directed multiple human trafficking operations, covering both adult prostitution and child sex trafficking. Det. Povolny also plans and leads one-day missions targeting child luring.  Prior to his law enforcement career, Det. Povolny was a broadcast journalist (don’t hold that against him!) and will cover how to effectively share the results of these missions to generate public support for your agency.

Brief Overview:

This class will teach you how to set up, plan, and execute your own undercover child luring sting.  These missions can be done on a small or large scale and can be adapted for each agency’s resources.  The public consistently ranks targeting sex offenders and child sex predators as one of their top priorities and the class will cover how to publicize the missions with the media and your community partners. Topics discussed will include which social media sites and apps to set up decoys, undercover chatting, decoy photos, operation plans, arrest plans, search warrants, case studies, prosecution and sharing your success with the public.

Supplies/Prerequisites:

Not required but if available, bring a smart phone with admin access to install 3rd party applications (ie Whisper, Snapchat, etc).  It can be your department-issued phone if you have admin access but a burner smart phone is preferred.  A computer is also helpful but not required.
